MFRCs are incorporated, and in large part, publicly funded not-for-profit organizations mandated by DMFS (Director Military Family Services) to deliver services to families of CF personnel. Mandated services are offered at every CSMFRC.
DMFS (Director Military Family Services) is located at National Defence Headquarters (NDHQ) in Ottawa, and is the authoritative entity for setting standards, implementing and monitoring funding and the overall Military Family Services Program (MFSP) on behalf of the Department of National Defence (DND), the MFSP encompasses all C/MFRCs.
DMFS released a "Parameters of Practice" document that details the philosophical framework, structure and accountability, service standards, service delivery model, and funding methodology for the Military Family Services Program (MFSP).
VOLUNTEERISM…The MFSP (Military Family Services Program) has been developed with Volunteer Leadership and Community Involvement as the foundation of the entire program.

“The MFSP supports communities to meet their changing needs and encourages community members to take advantage of opportunities for personal growth and development”. (Parameters for Practice, 2004, p. 25).
Members of a community are in the best position to know their own needs. Therefore the community as a whole benefits when members of that community are actively involved in ensuring the vitality of their community. The MFSP is designed to provide meaningful opportunities for volunteer involvement – on Boards of Directors and Advisory Committees of MFRCs, in service design, delivery, and evaluation and fundraising.
Volunteer opportunities exist in all areas of the CSMFRC Inc. program.
April 1, 2004, to April 1, 2005, is a transition year for Military Family Resource Centres to implement the new MFSP, (the mandated services that the CSMFRC Inc. offers) which are listed and detailed under our “program” area on this web site.
The Central Saskatchewan Military Family Resource Centre Inc. is in the process of developing its services to match the identified need of the local CF community and the service standards defined by DMFS. Our website will be updated as new developments arise and have an opportunity to work with the local CF community to determine local service needs.
Site-Specific Services:
In addition to the mandated services offered, we maintain site-specific services. Site-specific services are not publicly funded and based largely upon our “needs assessment”. These services are funded by fundraising, user fees and grant monies.
Because site-specific services are unique to the individual community and largely based on our “needs assessment”, our military family resource centre at 17 Wing Det Dundurn finds it challenging to support many services that are frequently offered in larger military areas. However, the CSMFRC Inc. strives to identify the needs of our small community and is successful in offering many site-specific services that have enhanced our district! Our success is a reflection of our close-knit community, hard-working volunteers and caring staff!
We encourage both members and families of regular and reserve forces to utilize the services and information at the CSMFRC Inc. With today’s high level of military commitment to United Nations (UN) Peacekeeping duties, many reservists in addition to regular force members have been tasked with overseas service or other active duty taskings.
