Childcare Programs and Services

Emergency Childcare Services Eligibility

This service provides timely affordable and regulated childcare for CF members. This service is available when the CF member’s Family Care Plan fails. The Military Family Resource Centre is authorized to fund up some hours of emergency care under the following circumstances:

  1. When CF member is away on duty and the spouse/caregiver is unavailable due to illness.
  2. When a CF member is away on duty and the spouse/caregiver is unavailable due to a family emergency.
  3. When a CF member is required to report for duty on short notice and the spouse/caregivers are unavailable.
  4. When a single parent or both parents are CF members and CF duty requirements are such that the regular childcare provider is unavailable.
  5. When a child is ill and the parent is unable to access their usual childcare arrangement at a time when the CF member’s presence at work is critical to the military operation.
  6. When other circumstances not covered in the above are present and emergency childcare is deemed necessary. This rare kind of situation is dealt with by MFRC staff. For example: A military family new to the area and not familiar with all the resources and has not yet put a childcare plan in place and a medical emergency arises and the family requires childcare.

Respite Care Entitlements
When the CF member is away on duty and it has been determined that a period of respite is “absolutely essential” for the family’s well being, that is, the period of respite is critical to the mental health of the child or the caregiver. In such an event, some hours of approved/licensed childcare is available. This care can take place in a monitored, screened regulated caregiver’s home. In some situations, caregivers can go into your home to accommodate evenings and weekends. In addition, childcare can be provided through our licensed daycare.

Deployment Respite Care Entitlements
When a military member is deployed, respite childcare might be available .

The Licensed Daycare (6:45 a.m. to 5:30 p.m.)
In addition, the MFRC offers licensed childcare, again on a first come, first served basis. This care generally falls into a number of categories:

  • full time, normally 5 days a week;
  • regular part time, normally 2 or 3 days a week, or part time 5 days a week (etc.);
  • occasionally;
  • when there are waiting lists for licensed care.

Waiting List Preference is as follows:

  • full time children will be given preference over regular part time and regular part time will have preference over occasional children.
  • Within each individual category, when there are waiting lists, military members are given preference.

Family Care Assistance
Important: All military members are expected to:

  1. Have a regular childcare plan, including a back-up plan, in effect to cover childcare during regular working hours;
  2. Have a Family Care Plan (FCP) in place in the event of an emergency or planned deployment;
  3. Share the contents of the plans with their spouses (failure to do so is all too common).

Family Care Plan (FCP)
The Family Care Plan is administered by the military member’s unit. All members are to have a FCP in place in the event of an emergency. This FCP Form DND 2267 must be completed and kept on the member’s personal file. This form should be reviewed:

  1. initially when reporting to their new unit;
  2. when their family situation changes;
  3. during the deployment preparation process.

Family Care Assistance is offered through the member’s unit to help offset increases in their normal costs for family care when service requirements necessitate members to be absent from their home unit for 24 hours or longer. This provides up to $75.00 per day for a maximum of 14 days. This cannot be collected if receiving Emergency Care funding.
