CHIEF OFFICIAL View Bio2021 - presentLCol Palavicino comes to us with an enormous amount of experience. He is a retired National Soccer Referee and current soccer teaching instructor & assessor. Some of his career highlights include officiating at three CISM Military World Games (India 2007, Brazil 2011 Finals, and South Korea 2015), professional leagues (MLS Reserve league, NASL and USDA), several CAF National & Regional Championships, Dallas Cup 26 U19, and multiple university/college leagues.Lieutenant-Colonel C. CISM CO-TEAM MANAGER View Bio2019 - presentMelanie joined the CAF in 2003 and attended the Royal Military College of Canada where she received a Bachelor’s in Civil Engineering. She furthered her education in 2013, obtaining a Master’s in Project Management from Penn State University and has since served in multiple Engineering positions on bases across Canada and deployed on OP ATHENA ROTO 3-10.Lieutenant-Colonel M. Melanie has been involved in sport her entire life; competing in Figure Skating, Track-and-Field, Hockey and Soccer. She competed on the soccer pitch with the RMC Paladins from 2004 -2008 and wore the team Canada jersey with the CISM Women’s soccer team in multiple CISM Soccer World Championships: Netherlands 2008, Mississippi 2009, Germany 2012; the Military World Games: Rio de Janeiro 2011, and at many other regional and national CAF sports events.
A highlight of her sporting career was when she volunteered as the head coach of the Three Oaks High School Women’s soccer team in Summerside, PEI while she was on maternity leave in 2014. "It was a fantastic opportunity to work with youth, build their self-confidence, and inspire leadership through sport."
In December 2019, Melanie was selected as the co-manager of the CISM Women’s Soccer Team with fellow managers Maj Lauren Flaherty and Maj Shannon Brown. "Serving as a team manger allows me to continue to grow with the program, while maintaining balance as a serving CAF member and busy mom."

Lieutenant-Colonel L. Flaherty
CISM CO-TEAM MANAGER View Bio2019 - presentLCol Lauren Flaherty joined the CAF in 2002 out of Halifax, NS. She attended RMC from 2002 - 2006 where she graduated with a Bachelor of Arts with a Major in Business Administration. As an Air Logistics Officer, she served 17 years in the Reg F before deciding to become a full-time Reservist in 2019. Over the course of her Reg Force career she was employed at 8 Wing Trenton, CFB Kingston and 15 Wing Moose Jaw, followed by the start of her Reserve career back in Trenton and then at 1 Wing HQ in Kingston. Lauren deployed on Op HESTIA in Haiti, TSE Camp Mirage in Dubai, SLOC Det Kuwait and Op NANOOK in the Yukon.Lieutenant-Colonel L. Flaherty

Lauren first started playing soccer when she was 11 years old and she was hooked right away. She became involved in her local Tier 1 clubs, was captain of her high school team, as well as captain of the RMC team in her 3rd year. She then went on to be a member of the CAF CISM Women’s Soccer Team and participated in CISM Women’s Soccer World Championships in Norfolk, Virginia; Ede, Netherlands; Biloxi, Mississippi; and the World Military Games in Rio de Janeiro, Brazil. Lauren played in multiple National and Regional championships and in 2009, was nominated as the CAF Female Athlete of the Year.
“Soccer has always been an important part of my life; it is something that connects you to people across the country. Without soccer, I wouldn’t be the person I am today. The leadership skills you develop on the pitch and in the locker room are better than anything you learn in a classroom. The lessons learned from tough losses and hard fought wins stay with you forever.”
Dedicated to her sport, Lauren helped coach the RMC Women’s Soccer Team while posted to Kingston in 2013-2014. Continually seeking opportunities to give back to sports she was appointed (along with two of her other colleagues, Maj Shannon Brown and LCol Melanie Arsenault) to the CAF CISM Women’s Soccer Team Manager position.

Major S. Brown
CISM CO-TEAM MANAGER View Bio2019 - presentSince joining the military in 2002 Maj Brown has completed a degree in Military & Strategic Studies at RMC and taken part in several domestic and international deployments including the final helicopter deployment to Afghanistan in 2011.Major S. Brown

After completing her playing career in the CIS graduating from RMC in 2006, Maj Brown has been fortunate enough to find time to play soccer for the Prairie regional team at the National Championships and for the Canadian Armed Forces Women’s Soccer Team at the CISM level. She participated in the 2010 CISM Women’s Soccer Championship and 2012 CISM Women’s Soccer Championship. Despite only starting to play organized soccer in high school, Maj Brown is completely in love with the beautiful game and though she has played everything from Goal Keeper to Striker, she found her stride as a Defender within the CISM program. She has also found a love for Coaching. She assisted the RMC Women’s program as an alumni advisor/assistant Coach for the 2019 season and received her coaching certificates for U11 and U12 girls.
After hanging up her cleats for the CAF CISM Women’s Soccer team as an athlete, Maj Brown sought a way to stay involved in the program. In 2019 an opportunity arose to take over the Team Manager role and she jumped at it, along with LCol Melanie Arsenault and LCol Lauren Flaherty.
While she is enjoying her time with her husband and 2 young sons, Maj Brown can’t wait for the sports world to open back up again so she can really throw herself into planning for upcoming World Championships and World Games along with her other hardworking coaches and staff within the Canadian Armed Forces Women’s Soccer program .
